What is Zero-Rating?
Zero-rated supplies are taxed at 0%. The supplier does not charge VAT, but can still recover all input tax on related purchases. This is the critical distinction from exempt supplies.
Why Zero-Rating Exists
Zero-rating is applied to supplies that the UAE government wants to relieve from VAT burden while allowing businesses to recover their costs. This keeps prices low for consumers and reduces costs for businesses in strategic sectors.
Key Zero-Rated Supplies
- Exports of goods and services outside the GCC implementing states
- International transport of goods and passengers (including related services)
- Supply of qualifying sea, air, and land transport means
- Supply of crude oil and refined products (at the first point of sale within the UAE)
- Investment-grade precious metals (99% purity gold, silver, platinum)
- First supply of new residential buildings (within 3 years of completion)
- Healthcare services and medicines (by qualifying providers)
- Education services (by qualifying institutions)
- Supply of goods to designated zones (where applicable)
Zero-Rated vs Exempt
| Feature | Zero-Rated (0%) | Exempt | |---|---|---| | VAT charged | 0% | None | | Input tax recovery | Full | None | | Examples | Exports, education, healthcare | Financial services, bare land, residential rent |
Impact on Businesses
A business making exclusively zero-rated supplies can recover all input tax, often resulting in VAT refunds. A business making exempt supplies cannot recover input tax — the VAT becomes a business cost.
