Domestic Transport and Passenger vs Cargo Rules

VAT treatment of domestic transport: passenger transport is exempt, goods transport is standard-rated.

Domestic Transport

Domestic Passenger Transport: Exempt

Local passenger transport within the UAE is exempt from VAT:

  • Local taxis and ride-hailing
  • Local buses and metro
  • Local ferries

The transport provider does not charge VAT and cannot recover input tax on related expenses.

Domestic Goods Transport: Standard-Rated

Local goods transport within the UAE is standard-rated at 5%:

  • Domestic trucking
  • Local delivery services
  • Local courier services

The transport provider charges 5% VAT and can recover input tax on related expenses.

Why the Distinction?

The UAE government chose to exempt domestic passenger transport to reduce the cost of living for residents. Goods transport remains taxable because it is a business expense that registered businesses can recover.

Mixed Transport Services

A transport company that provides both passenger and goods transport must:

  • Exempt passenger transport revenue.
  • Standard-rate goods transport revenue.
  • Apportion input tax on shared costs (e.g., vehicles, fuel, maintenance) between exempt and taxable activities.

Ride-Hailing and Digital Platforms

Ride-hailing platforms (e.g., Uber, Careem) must apply the correct VAT treatment:

  • Local passenger rides: exempt.
  • If the platform charges a commission to drivers, the commission is standard-rated at 5% (it is a service to the driver, not a transport service to the passenger).

Worked Example

A Dubai transport company operates both taxis (passenger) and delivery trucks (goods). Taxi revenue (AED 200,000) is exempt — no VAT, no input tax recovery on taxi costs. Delivery revenue (AED 300,000) is standard-rated at 5% (AED 15,000 output tax) — input tax on truck costs is recoverable. Shared costs (office, admin) are apportioned: 40% to exempt (not recoverable), 60% to taxable (recoverable).

Practical UAE example

**Dubai Logistics Company**: A company provides domestic trucking (AED 500,000, standard-rated at 5% = AED 25,000 output tax) and international freight forwarding (AED 300,000, zero-rated). Input tax: AED 40,000 on trucks (domestic), AED 20,000 on international shipping costs. The company recovers all AED 60,000 input tax (domestic goods transport is taxable, international is zero-rated). If the company also operated local passenger transport, that revenue would be exempt with no input tax recovery.

Key takeaways

  • Domestic passenger transport is exempt — no VAT, no input tax recovery.
  • Domestic goods transport is standard-rated at 5%.
  • Mixed transport companies must apportion input tax between exempt and taxable.
  • Ride-hailing platform commissions are standard-rated at 5%.
