Who Needs to Register for Excise Tax?
Not every business needs to register for excise tax. Registration is required only for businesses that produce, import, stockpile, or hold excise goods in designated zones.
The four categories of taxable persons
1. Producers A producer is any person who produces excise goods in the UAE. This includes manufacturers who transform raw materials into excisable finished products. For example, a company that manufactures carbonated drinks in a UAE facility is a producer.
2. Importers An importer is any person who imports excise goods into the UAE. This includes businesses that bring excise goods across the border for resale, own use, or distribution. Even a single import of excise goods triggers registration.
3. Stockpilers A stockpiler is a person who holds excise goods for the purpose of resale or use in production. This typically includes wholesalers, distributors, and retailers who hold significant stock of excise goods. The definition aims to capture businesses in the supply chain between production/import and the final consumer.
4. Designated zone registrants Businesses that receive or hold excise goods in a designated zone under excise tax suspension must also register. This applies even though the tax is suspended while goods remain in the designated zone.
When must you register?
Registration is mandatory for any person who:
- Produces excise goods in the UAE
- Imports excise goods into the UAE
- Holds excise goods for resale or commercial use (stockpiler)
- Holds or receives excise goods in a designated zone
There is no minimum turnover threshold for excise registration. If you fall into any of these categories, you must register regardless of the volume of excise goods handled.
Voluntary registration
A person who does not meet the mandatory registration criteria but wishes to register may do so voluntarily. This can be beneficial for businesses that want to reclaim excise tax paid on inputs or establish a compliance record.
Registration deadlines
New businesses must register before they begin producing, importing, or stockpiling excise goods. Existing businesses that become subject to excise tax (e.g., due to a new product line) must register before commencing the excise activity.
Draft note: Registration requirements and deadlines should be verified against the latest FTA guidance. Consult a qualified UAE tax professional for your specific situation.
